Will this work if only a part of the organization adapts resource management? Does it have to be all or none, given many projects will likely have cross-enterprise resources? At the Planning level, it will include any resource data that is put into the system. If a part of the organization does not use resource management, there will not be visibility into what those resources are assigned. However, using a top-down approach, they could be included in general plans at a very high level and without seeing the existing capacity

Also, from an Operating Model PoV, do organizations centralize the resource management at an enterprise level to be able to direct enterprise resourcing according to the strategic priorities? Yes, we find the most success is realized when organizations develop their strategic plans and capacity/demand to support those, and then follow through with the resource management to execute on those plans. As your plan changes and new plans are developed, the resource management is what informs the capacity/demand balance in the process.

Why can't/shouldn't we turn a Reserve directly into an Allocation? What's the purpose of keeping them both? Reserves are effectively soft bookings which, can be approved and then transitioned to allocations. In many cases this is an organizaitonal decision based on process and governance. Reserves are very valuable at the beginning of the planning process and can be used to create Allocations and/or Authorizations.
