Team of Teams Capacity Planning

The Team of Teams Capacity Planning capability supports the mechanism to set team capacity targets, providing a framework to analyze demand and make assessments on the ability to continue with or take on new epics. Each capability within the Planview Capability Framework has a distinct set of features and functionality, business processes, best practices, and analytics and reports that deliver value to customers in the form of specific business outcomes.

The team of teams capacity planning capability provides organizations a framework to sequence epics across program increments to align with agile team capacity. By analyzing the portfolio backlog against the relevant team of teams’ capacity or budget targets, organizations can assess their ability to continue with or take on new epics, and understand the impact of trade-offs decisions.

Process Step Description

Create/update portfolio to include epics ready for analysis and approval

Create or update the Planning portfolio to include all epics that are ready for analysis/approval.

Create scenarios

Creating investment and capacity planning scenarios allows you to model different investment decisions and various approaches to balancing investment demand with capacity.

Creating a shared scenario allows you and others who have access to the relevant portfolio to work in a what-if environment until a particular scenario is ready to be published and shared as your organization's investment plan. When working in a shared environment, you and other users review the same proposed investment plan so that each of you can examine and update those portions that affect your respective areas.

A Planning portfolio can also include user-defined scenarios created to model and evaluate different investment decisions and approaches to balancing capacity with demand in a what-if environment. Data in those scenarios can be modified without affecting the corresponding data in the portfolio's relevant financial plan as changes are made.

Set and maintain value stream targets/budget and capacity

The process of investment planning allows planners to evaluate the list of proposed investments (epics) to determine which to move forward with.

Analysis of investments is achieved by comparing what’s available, capacity (which can be in the form of resource capacity or financial a budget against what is required) versus demand (derived by the forecast of programs in the portfolio).

To carry out and understand portfolio investment planning, it's essential that an accurate recording of your target budget and resource capacity is captured within Planview Portfolios. The detail of the summarized capacity totals can be drilled into via the Financial Planning Detail screens associated with each capacity entity.

Based on your planning portfolio, the Capacity Portfolio Manager shows a summarized capacity total broken down by the capacity slicer in the portfolio definition.

Updating Capacity and Demand Data by Accessing the Financial Plan

Rank and prioritize epics (e.g., using WSJF)

Investments can be ranked using Weighted Shortest Job First (WSJF), or using other attributes. WSJF is used to prioritize the backlog by comparing work and combining value and time sensitivity.

Create a column set that includes WSJF or other important columns to use with the Rank and Analyze pivot views.

Analyze against value stream target

Analyze investments based on what will bring the most value. As the organization goes through the process of delivering epics through the underlying features and stories, the leading and lagging indicators will begin to collect data. If they are not already included, add them to the column sets to they can be used as part of this analysis. Making these persevere/pivot decisions each quarter instead of each year as part of annual planning helps to increase agility at the enterprise level.

Compare scenarios

By comparing multiple scenarios, you and other users who have access to a relevant portfolio can work in a what-if environment until a particular scenario is ready to be published and shared as your organization's investment plan. Data in those scenarios can be modified without affecting the corresponding data in the portfolio's relevant financial plan as changes are made.

If there are multiple scenarios within a Planning portfolio, designate your Working Scenario, then compare Planned Investments or compare Approval Decisions to display information to help you identify differences relevant to the financial data, investment approval status, ranking values of investments, and trade-off of approval decisions.

Portfolio acceptance

This step acts as a decision point—whether to accept and move forward with the portfolio plan or not.

Publish portfolio decisions and adjustments

Publish the investment approval decisions that were made to the scenario during the ranking, analyzing, shifting of epics against capacity targets. Based on the above-the-line (accepted) and below-the-line decisions made during this process, the Investment Approval Status values are updated accordingly – all accepted epics will be changed to an Investment Approval Status of Accepted. Investment Approval decisions made in a scenario are "what-if" and not visible and live until the publishing process is completed.

  • If the investment approvals have been made in the shared scenario then the Publish from the Shared Scenario transaction will make the decisions live.

  • If the investment approvals have been made in another (not shared) scenario then the Publish from Scenario can be used to move the investment decisions to just the shared scenario or to the demand as well.

It's important to note that, as well as the investment approval decisions, any amendments to the demand data of epics or the capacity/budget targets within the (non-shared) scenario will also be published to live and will update the financial planning detail screens accordingly for the investments or capacity in question.

Key prioritized epics

The output from the prioritization event will be the key prioritized epics, sequenced into sprints within the PI. Publishing these may trigger steps within a lifecycle.
