Phases of a Construction Project

Most construction projects are planned and executed in three distinct phases:

  • Definition and Planning (including Front-End Loading)
  • Design and Preparation
  • Bidding and Construction

The Definition and Planning phase generally consists of the project request; an overall strategy; a facilities needs assessment; a conceptual design; and a program infrastructure design (i.e. how will the program be organized). This phase defines the program and outlines a high level plan. Often, extra time and money is invested at this stage in order to minimize problems and extra costs later. The concept is called front-end loading or FEL.
