Develop Project Charter

Summary

The Project Charter serves as a reference of authority for the future of the project and its management. 

A project charter authorizes the project to proceed. The charter should describe the project's intent and impact to the sponsor and key stakeholders. Throughout the project the charter should be referred to in order to make sure that the original stated intent, goals, objectives, and milestones are met. It should be revised with any approved changes (with changes logged in the charter itself).
