There is a "Label" field in the options for burst reports that is appended to the report name when the report output is saved to the content store database.
However, if the report output is generated as a file (for example, to be attached to an email), then only the report name is used for both the report and the subject line in the email.
There is an IBM feature request to have this functionality added.
