Upgrade to 2012 SP2 fails - DTSX fails! Importing Changepoint SQL code failed - Incorrect syntax near '/'

Symptoms
While upgrading from Changepoint 2010 SP1 to Changepoint 2012 SP2 and executing the Changepoint .dtsx packages, errors were encountered using the SQLImporter.exe and accessing the site.

Error/Warning Messages
DTSX fails! Importing Changepoint SQL code failed.
Reason:
Incorrect syntax near '/'
Identifier that starts with 'xg3vSRbsjVFS...........'
too long. Maximum length is 128.
The upgrade process comes to end, but can not carry out the process of import of .CSP files.

Server Error in '/' Application
The implementation is not part of the Windows Platform FIPS validated cryptographic algorithms.

Reason
Windows security policy "System cryptography: Use FIPS compliant algorithms for encryption, hashing, and signing" enabled.

Resolution
Disabled the "FIPS compliant algorithms for encryption"
