Is it necessary for users to clear the browser cache/history after every upgrade?

It is required that users clear the browser cache/history for every major and minor Changepoint release. Cached data in the browser can prevent Changepoint from working properly.

There is a routine documented in the upgrade procedure that can remove the need for users to clear the browser cache, but this routine must be done as documented in advance of performing the upgrade. 

Additional Notes

In newer Changepoint releases (2020 and newer) the cache duration has been reduced, so in most cases it's no longer required to clear the browser cache after an upgrade/patch installation.

If a user experiences strange UI behavior and/or Javascript errors, clearing the browser cache is however a recommended best practice.
