How to send the weekly "Time submission conformance" email notification to a subset of users?

In Changepoint Administration, click General > Email Templates.

Select the "Time submission conformance template, and then clear the "Hide this email template in user preferences" check box. The "Time Submission Conformance" email notification will now appear in each user's Preferences.

Users can then disable the the email notification in Preferences under Email Notifications.
